The legal departement

The legal department oversees the following domains:

National affairs

  • Labor law and professional relations in general
  • Labor Code
  • Permanent Committee for Labor and Employment
  • Elaboration of legal texts and regulations
  • Legislative procedures
  • Special review committee to assess decisions taken by the director of ADEM with regards to complete unemployment benefit and the decisions taken by the Orientation committee[PL1]  for people with disabilities
  • Relations with the ministry for Foreign affairs, the International Monetary Fund, the International Labor Organization, the Organization for Economic Co-operation and Development (OECD), the Council of Europe (Labor and Employment policy), the European Foundation for the Improvement of Living and Working Conditions (Eurofound) and the Greater Region
  • Operating licenses for temping agencies and the supervision of these agencies’ activities
  • Relations with social partners, the ITM, the ADEM, and Higher School of Labor
  • European and international affairs
  • Follow-up of European legislation negotiated in the Council of the European Union
  • Committee in charge of the orientation OR guidance committee

The legal department also does the following:

  • Processes requests for specific permissions as defined in the Labor Code
  • Participate in the Council “Employment, Social Policy, Health and Consumer Affairs” (EPSCO), and the EU’s Employment Committee (EMCO)
  • Participate in the yearly coordinating process of economic, budget, social and employment policies within the European Union (European semester)
  • Relations with the ministry for Foreign affairs, the International Monetary Fund, the International Labor Organization, the Organization for Economic Co-operation and Development (OECD), the Council of Europe (Labor and Employment policy), the European Foundation for the Improvement of Living and Working Conditions (Eurofound) and the Greater Region.

  • Coordination of employment policies;
  • Relations with the Agency for the Development of Employment (ADEM);
  • Employment initiatives and training centres;
  • Observatory for employment (RETEL);

The department for social and solidarity economy

The department for social and solidarity economy is in charge of the following:

  • Policy coordination in the domain of social and solidarity economy
  • Running the Social Business Incubator

The department oversees the following domains:

  • Encouraging the active participation of disabled people on the labor market
  • Relations with sheltered workshops for disabled people

The financial department

The financial department oversees the following domains:  

  • Financial administration of the employment fund
  • Evaluation and analysis of the measures financed through the employment fund
  • Administration of the measures financed through the employment fund
  • Treatment of specific demands for extraordinary leaves with a financial participation of the Governement (Linguistic leave / Paternity leave / Carer leave / Leave in case of force majeure)
  • Elaboration and coordination of budget proposals made by the ministry and its administrations
  • Execution and monitoring of the budget
